Abstract

Abstract

The Florestas.pt platform aims to establish itself as a knowledge centre on Portuguese forest ecosystems and related subjects. Bringing together official information and technical-scientific knowledge about the forest sector, the platform is based on an innovative and transversal digital approach that integrates the different dimensions and challenges faced by Portuguese forests (production, conservation and recreation forest areas) and their species.

Like the forest itself, the Florestas.pt platform is in permanent evolution. More than a static portrait of the Portuguese forestry and agroforestry areas, it is a starting point for the systematisation of knowledge and reflection on transversal and current issues in the forest sector. In this sense, it is constantly updated and receptive to contributions. This is  a way of extending and sharing data, relevant information and different perspectives on Portuguese forest ecosystems and related themes.

The information available on Florestas.pt is based on official sources available on each topic (duly referenced), and is not responsible for the content and possible gaps in the basic information or for the existence of contradictory data. Each topic is based on an effort to identify, contextualise and interpret relevant and credible sources. Whenever possible, reference information at national, European and world level is presented. The final contents are then shared with the general public.

The aim of the Florestas.pt platform is to look at the past, present and future. From the past, the aspiration is to contribute to the preservation of the historical memory of the forestry sector and its most emblematic figures. In the present, the sharing of accurate and accessible information so that the value and importance of the national forestry and agroforestry ecosystems reach a wider audience. For the future, the conviction that it is necessary to know the forest in order to better care for it and respond to the challenges it faces.

The mission of Florestas.pt is to collect, systematise and disseminate comprehensive information and knowledge about the Portuguese forests and agroforestry areas, making their relevance, challenges and opportunities known in a clear and accessible way.

Its vision is to be a source of reliable and contextualized information that shares state-of-the-art knowledge on forest ecosystems, helps to clarify essential issues and challenges society - all of us - to get to know, value and care for Portuguese forests.

Mobilization Potential
Impact on environment & biodiversity

Abstract

The platform 'Juntos por los Bosques' (Together for the Forests) is an entity created in July 2016 that represents more than 100 institutions of the Spanish forestry sector for its activation.

Abstract

'Juntos por los Bosques' (Together for the Forests) is a non-profit platform formed by more than 100 Spanish forestry entities have come together to develop a vision of what their forests mean, of the wealth that in many ways they can contribute to society and to define proposals for primary action to be sent to all political formations with parliamentary representation and to the Government, among others. Since its creation in 2016 'Juntos por los Bosques', with the impulse of COIM (Colegio Oficial de Ingenieros de Montes, Official Professional Association of Forestry Engineers) has met with political representatives of the Government and political parties.

'Juntos por los Bosques' aims to strengthen the social architecture of the sector to unite its voice towards the public authorities and society as a whole. The long-term nature of forest management makes it easier to identify common objectives, including raising the level of social debate and building broad consensus and complicity. For the first time it has been possible to bring together practically the whole of the country's forestry civil society, from private and municipal property, which accounts for 95% of the forest territory, to service companies, wood, paper, cork, resin, biomass and other forest products industries, certification, professional organizations, academia, cultural entities, research and forestry training centres, among others.

Some of the achievements are the broad consensus in the rapid constitution of the National Forestry Council or the Proposition Not of Law on a Forestry Fund financed by a tax on hydrocarbons and water consumption, approved in March 2017 in the Congress of Deputies without any vote against, are, although modest, important achievements obtained by our collective commitment. Work continues to achieve a green taxation that recognizes the peculiarities of the forestry sector such as the long term, high risks and environmental services and identifying it as a key tool for the revitalization of less favoured rural areas, and the recent inclusion of forest management in the Law on Climate Change and Energy Transition.

Deep Green Ukraine - is an independent system that allows to automatically analyze open data of satellite images and government agencies (land cadastre, forest maps, logging tickets, etc.) to detect illegal logging and monitor planned ones.
Digital solution
Yes
Type of solution
Abstract

Deep Green Ukraine – is a web portal with a system that enables to find out in close-up mode how much forest has disappeared from the forest map of Ukraine and when it happened. The system is available only in pilot regions with the aim to scale up its monitoring capacities to the whole territory of Ukraine. The system is also planned to be transferred to the relevant government agencies to provide administration and technical support.

Deep Green Ukraine has adopted a technology that tracks illegal logging using satellite data. The system classifies all logging, mainly as legal or illegal, by analyzing state issued permit tickets in public databases.

For identification of forest cover changes the system uses the combination of data from optical and radar images, which allows the models to work in any season and in any weather, supporting regular updates. To do this, we have developed a new learning strategy based on two machine learning techniques – "pseudo labeling" and "knowledge distillation". How it works: for each area we have thousands of fully marked 224 by 224 pixel squares that cover a small part of the area. It enables the study of the three top architectures of deep neural networks. After training, these models are combined into an ensemble and produce a map of fellings at the regional level. New fellings (those added during the observation period) distributed respectivelly in all forests of the region depending on different types of forests and types of surfaces. We use them as pseudo-labels to teach one deep model at the oblast level, which in turn produces a map of high-precision felling in unclassified parts of the oblast. With the help of "knowledge distillation" approaches, we get one model that has a higher accuracy than three deep models combined into an ensemble.

The web portal developed by the project team uses the following data: data obtained from neural networks on changes in forest cover, data from open registers and other sources (including a possibility to upload photos and videos by individual users with geodata on known to them violations of environmental legislation and illegal logging, liaison with law enforcement agencies of the country). The sytem produces the marked poligons that highlight the possible illegal logging areas, including marking of other types of the felling areas within specific period of time. The results than could be cheked for field confirmation by different state official or independent monitoring actors.

Deep Green Ukraine is implemented by the joint efforts of the Space Research Institute of NASU and SSAU, NGO “Government Monitoring Center”, and the “Forest Initiatives and Communities” NGO (ForestCom).

The development of the Deep Green Ukraine system was made possible by winning the Open Data Challenge, implemented within the USAID/UK aid international technical assistance project “Transparency and Accountability in Public Administration and Services/TAPAS” with the support of the Ministry of Digital Transformation of Ukraine. The activities of the Forest Initiatives and Communities NGO also is supported by the US Forest Service.

The DGU web portal is developed by magneticonemt.com based on the DeepForest prototype created by ForestCom team in 2020 with the support of NGO "Environmental Investigation Agency" (EIA) and the ClearCut system developed by an IT company "Quantum" jointly with the Society for Environmental GIS in Ukraine (SCGIS Ukraine).
